I believe the 10% is the typical charge from a bondsman. Let's say you have a $6000 bail, if you (or your people "on the outside") pay $600 to a bondsman, he will put up your $6000 bail. If you do what you're supposed to do and show back up to court when you're supposed to, the $6000 goes back to the bondsman and he makes $600.

If you don't he'll send bounty hunters down to nab your ass.
