Dogs are bred to have different abilities. Some are genetically prone to fetch a ball, some are prone to rip your balls off. Dumb people often buy dogs prone to rip your balls off. I don't want those people to be able to buy those dogs.

Then what needs to happen when the dog of a dumb owner bites someone, is for the owner to be locked in a cage at the dog pound until they have a hearing to determine whether or not the owner gets euthanized.
