iPod changed the c to an l...whoops...you set out to call people out for discussing something on a message board...for not being productive....however posting that all the discussion is not directly productive is redundant...you had and have nothing to offer on the subject...and declared that people lead unproductive lives because of the effort in this thread...you then resorted to name calling, drawing assumptions and using words which do not know the meaning of...good work...you win?and display awesome character traits underneath it all

First off, I suggest that you write a Mission Statement and Business plan. Cover what you want to get down, why there is a need for the venue, how you are going to go about it, what your costs will be etc...
When I've thought about this in the past, here are some of the ideas that I came up with:
1.) To avoid the alcohol issue pick a location that is close and within walking distance of an established bar. This gives those that wish to drink the ability to grab a few drinks between sets if they wish and keeps the venue alcohol free and all ages. Granted ideally you would get at least a beer and wine licence and then establish yourself as a venue to allow all ages shows. However this will increase over head and headaches.
2.) Setting up a membership program that realistically will supplement the budget of the annual operating cost with around 100 members. As I see it if you got $25 per member that is only around $2500.00 a year which really isn't that much when you begin to think of the overhead. Then add $50 per show 2 or 3 times a year, you are only looking at $5200.00 to $7800.00. So that gives you a conservative budget of around $8000.00. That's not a hell of a lot.
3.) Retail is a good idea but it is very hit or miss. You will really need to sell at least beverages and maybe packaged food. To make any real profit you are going to have to ban outside food and beverages. Vending machines would be an easy answer. You may want to consider offering a sub lease to a retail partner like a skate shop, record store or whatever.
4.) Volunteering makes everyone warm and fuzzy but the reality is that people have a lot of priorities in their lives and usually it is dead last on the list. Which makes reliability always a question. To make it work smoothly I would strongly suggest that you have a paid staff with set hours. Cover what hours you can to cut down on cost but I think realistically you should be open Tuesday through Sunday maybe 4 to 12am. Not only to increase retail sales but to establish the place as a place to spend time.
5.) To drive membership, I suggest that you offer free wifi to members, a resource library with books, fanzines, etc... relating to music, A huge library of streaming media, rental of the space at greatly reduced rate, computer access and maybe a members only lounge area with video games and movies. Kind of like a drop in center. I've always envisioned an archive of audio, video and printed material of music and underground material from the area. Kind of like a physical version of the Iowa Underground Archives. This could include other organization like the Iowa Blues society and the Iowa RNR hall of Fame or whatever.
6.) There is also the possibility of offering a band membership. The membership would include a free showcase every 2 months where they would keep all the door. Then every quarter have a day long fest of all the bands that are members. Also you could offer cms website or page on the venue site and ideally enough equipment to record a Demo or live shows.
7.) Looking into getting a performance art grant to cover start up costs. Know nothing about what this would involve and I'm sure you would have to set up a non-profit to do it but even a couple thousand a year could help start this and keep it going.
8.) Make sure that it is open to everyone and even though the main focus is Punk or whatever that the venue is open to other styles of music and people. This is not an easy thing to do cause venues tend to get pegged as this or that.
9.) Booking wise, you will need to centralize it with one or two people that control hold dates and confirmation of the venue. Even though the venue should be open to anyone, you should consider setting a goal of having at least 30% of shows being booked in house to increase venue income. Also a set band booked percentage rate. For example if a local band wishes to show and handle picking the line up and promotion then it should be a basic split of 5% on week nights and 10% on weekends. This will allow local bands to avoid dealing with promoters and keep a majority of the door.
10.) You should consider doing a few hall shows before hand as benefits. Not only to raise money but get a clear picture on what demand there really is.

We had a place in Louisville called the B.R.Y.C.C. House that tried the government grant route and while at first it seemed like a great idea the amount of red tape eventually led to it being shut down. Bands that played there had to have set lists pre-approved with lyrics having to clear a content board before they played. Had a couple of friend's bands who had to go in and basically make "Walmart" edits to their songs before they could play there.
Obviously all grants aren't created equal and I'm not trying to say that this is a bad idea just wanted to point out that this was an issue that arose in KY.

Sounds like a local thing but it could be a left over from the national endowment of the arts scandal over them supporting "pornographic" artist aka the Piss Christ piece.
I think that it's safe to say no one wants that kind of governmental censorship regardless how much money it was. Might as well start up a Frank's House of Rock and get in bed with a local church.

That could create a whole new debate about what is art and not art. Sure it was a photo that was designed to shock and draw attention in much the way Mapplethorpe did but it got people to think. Which is one of the main object of art.

Well, there's good art and then there is bad art but I think he did a great job of expressing his dislike for the church. Not really the most creative way but it is a clear statement.
