this is by a school. the school asked the police to ticket any students jaywalking. the ruckus happened because the cop tried giving the girls a ticket and they ignored him and tried to walk away. so he detained them. that cop got reassigned to the training section to retrain on arrest procedures since he clearly is unable to handle it.
